The Commentary states: "Since it says 'complete with suffering,' one must know there is no joy": this forestalls an objection. Fearing that someone might ask: loving-kindness is giving joy, but the sūtra only speaks of seeing that sentient beings have suffering; why does it speak of giving rise to loving-kindness? Therefore it resolves it in this way. However, the sūtra's two contemplations of loving-kindness and compassion complement each other: in compassion, beholding the object lacks words of deliverance, while in loving-kindness, it lacks beholding the object yet includes words of deliverance, because both contemplations equally take having suffering as their object. "Giving rise to loving-kindness [and following]" reiterates the preceding object to clarify deliverance, accomplishing the compassion above. Establishing them in a place of peace and joy gives rise to the loving-kindness below, and the meaning is completely fulfilled.
