Regarding the commentary's "Now, the prose of this sūtra..." onwards, this is the second part, where the commentary reconciles and integrates them. As for the statement that "the verses are restricted," it adds below the simile of the echo, saying: "All worlds, / And various kinds of sounds, / Are neither internal nor external; / Understand that they are all like echoes." This is it.
