The Commentary states: "Moreover, would it not mislead..." and below; granting that there is transformation, the transformation on the contrary causes harm. The phrase "would it not mislead a class of timid and weak [practitioners]" means that a class of people detests the suffering of birth and death, and hearing that the Buddha path is long and distant, fear arises in their minds, and they always wish to take temporary refuge in the realm of quiescent extinction. If they knew that once extinguished they would remain forever submerged, they would not dare to enter quiescence. Now, seeing transformed beings arise from extinction, these timid people would believe that real enterers of extinction can arise; thus they enter extinction, hoping to arise later. In your tradition, once extinguished they definitely never arise, which ends up misleading them into eternal submersion; hence it is stated as such.
