Fourth, from the asura kings to the sun devaputras, there are ten assemblies among them, which are used to symbolize the ten dedications of merit. Why is this so? Because asuras dwell in the great ocean without their bodies submerging, symbolizing that the ten dedications of merit harmonize the ultimate and conventional, constantly dwelling in the great ocean of saṃsāra without their bodies submerging. The preceding ten abodes and ten practices merely cultivated an increase in the mind of world-transcending compassion and wisdom. Adding dedication of merit, one turns from the ultimate to enter the conventional, thereby perfecting compassion and wisdom while abiding in the world. The ten assemblies, beginning with the asuras, are used to symbolize the ten dedications of merit dwelling in the great ocean without drowning. This symbolizes that the bodhisattvas of this stage, through the mind of great compassion, attain the ultimate without realizing it [as an end], knowing that the ultimate is identical to the conventional, abiding in the conventional without defilement, and benefiting sentient beings with mastery. First, for the initial assembly of asura kings, the meaning is divided into four: first, citing the assembly's number; second, lodging the stage to symbolize the Dharma; third, explaining the names and matching them to practices; fourth, concluding the numbers and praising virtues.
