16.36

二釋品來意者，明前已創昇須彌，帝釋以偈歎佛。此品明十住位當位菩薩，將當位法門以偈讚之，令信心者得入位故，故有此品須來。初歎過去佛，次歎今現在佛。未來佛者，即入此位者是也，是故經中不云未來。十佛是過去佛，盧舍那是現在佛，修行始入位者是未來佛。

As for the second, 'explaining the chapter's reason for arising': this clarifies that previously having initially ascended Mount Sumeru, Śakra praised the Buddha with verses. This chapter clarifies that the bodhisattvas corresponding to the stage of the ten abodes praise the Dharma gates of their corresponding stages with verses, to enable faithful practitioners to enter the stage; hence this chapter must follow. First they praise the past Buddhas, and next they praise the present Buddha. As for future Buddhas, those who enter this stage are they; therefore the sūtra does not mention the future. The ten Buddhas are past Buddhas, Rocana is the present Buddha, and practitioners who initially enter the stages are future Buddhas.
