18.19

二釋品來意者，明欲說十行之法，先須說偈都讚十行之中因果法門故，此品須來。若不先舉所行之因果，十行依何有成？

Second, as for explaining the reason for the chapter's occurrence: it clarifies that intending to preach the teaching of the ten practices, one must first speak verses to collectively praise the cause-and-effect teachings within the ten practices; therefore, this chapter must follow. If one does not first put forward the cause and effect of the practices performed, upon what would the ten practices be accomplished?
