Seventh, as for the Bodhisattva Balavana (Forest of Power): this is the practice of non-attachment, governing upāya-pāramitā. It explains that by using skillful means one dwells in the conventional realm to benefit beings, flowing in company with their actions, dwelling in the world without attachment to accomplish the practice of great compassion; this is Balavana. Entering the conventional by means of the true, dwelling in entanglements without being defiled, he is therefore named Balavana. Just as Sudhana's kalyāṇamitra in this stage is designated King Anagāmin (Insatiable), who, in order to practice great compassion, personally manifests emanated bodies to perform various unwholesome deeds, and then personally manifests his body to pursue, arrest, and punish them, or sever life faculties and administer harsh punishments, causing real sentient beings to become terrified and sever evil. Rescuing and protecting sentient beings, loving them without abandoning them, is called insatiable. Bodhisattva Balavana is the person capable of cultivating. The world of Peaceful and Joyful Wisdom is the Dharma practiced. The Buddha Scrutinizing Eye is the fruit of this stage. Because this stage is the gate of accomplishing great kindness and compassion, it is named the World of Peace and Joy, taking its name from bringing peace and joy to sentient beings. The Buddha is designated Scrutinizing Eye because he carefully scrutinizes with what Dharma sentient beings ought to be transformed, and only then tames them.
