Third, awakening whose great vows can give rise to great wisdom and great compassion to extensively benefit sentient beings: this explains that phenomena do not arise from themselves, but rather rely on great vows to give rise to wisdom and accomplish compassion. Nor do they arise from another, because wisdom and vows lack an inherent nature. They do not arise from both together, because phenomena are devoid of composite union. They do not arise without a cause, because one must rely on vows to give rise to wisdom and practice loving-kindness and compassion. Hence it is said: 'The Buddha-seed arises from conditions; therefore, the One Vehicle is taught.' Because of this, the Three Vehicles either stagnate in quiescence or merely take birth in pure lands, having no vast vows to give rise to the great compassion of wisdom that fulfills [the needs of] sentient beings coextensive with the dharmadhātu and the realm of empty space. As for those who say that one remains in the Sahā world by retaining afflictions through vows, they have only attained the awakening of the emptiness of phenomena and signlessness, but have not attained the universally illuminating wisdom. Although the bodhisattvas of the Three Vehicles have vows and practices, they all look forward to attaining Buddhahood across many kalpas, and do not understand that according to this teaching [it occurs in] a single kṣaṇa without time. Furthermore, when the effortless wisdom of the bodhisattva of the eighth ground manifests, there is still fear of stagnating in quiescence, so it is guarded against by the eighth pāramitā, and they are also caused to remember their original vows. In addition, the Buddhas of the ten directions employ three empowerments and seven exhortations to cause their wisdom not to stagnate in quiescence. Moreover, within the ten dedications of merit, there are ten kinds of gates of great vows that give rise to wisdom.
