Ninth, south of the city there is a settlement named Dharma. A place where many dwell is called a settlement; being without intrinsic nature, it is called Dharma; taking its tranquility, it is called [settlement]. Within it, there is a brāhmaṇa named Mahāpradāna (Zuijijing); both his dwelling and his name are entirely tranquil, representing the pāramitā of power which adapts to the mundane without being mundane, and is assembled without clamour—this is called the sovereignty of the function of power. Sudhana went to him, paid homage, prostrated, and requested what he sought. [The brāhmaṇa] said, "I have attained the bodhisattva liberation named 'words of true resolve'." "True" means genuine; this indicates that what he resolves upon is truthful and free from false words in accordance with his speech. This is the speech of a faithful person spoken from the aspirations of the mind; relying on the true, it is without deceptive words; the essence of the words is true, because all that he resolves upon is true. Names, phrases, sentences, vocal expressions, and everything spoken are inherently true; this is his liberation. This is the stage of a Dharma master, representing the dharmadhātu as a settlement. All speech is inherently true; persons and dharmas are both entirely so, representing that his words are not false.
