第七論位門者，有人言：初二願境通於上下，第三願境始從初地乃至金剛；若論願心，是地前也。

Seventh, the section discussing stages: some say that the objects of the first two vows extend throughout higher and lower stages, while the object of the third vow begins from the first bhūmi up to the vajra[-like concentration]; if discussed in terms of the aspiring mind itself, it belongs to the stages prior to the bhūmis.
