經曰「阿難時彼」至「建此願已」者，述云：第二、申修勝行。有二：此初、結勝願也。有說：發斯弘誓即四十八願，建此願者即立誓之願。非也。經稱前名願、後言誓故。今即弘誓者，結反順之誓。此願者，結四十八願，從後以向前結故無過。

The sūtra says: "Ānanda, at that time he..." up to "having established these vows." The commentary states: The second part is stating the cultivation of supreme practices. There are two parts: this first concludes the supreme vows. Some say that "generating these vast vows" refers to the forty-eight vows, and "establishing these vows" refers to the vows made as pledges. This is not so, for the sūtra refers to the former as vows and the latter as pledges. Here, "vast vows" concludes the vows of negative consequence and positive adherence, and "these vows" concludes the forty-eight vows; concluding backward from the later to the earlier incurs no error.
