經曰「佛語阿難」至「故能爾耳」者，述云：此第四、佛述成也。即所求德滿成故，論云「眾生所願樂一切能滿足」故。

Regarding the passage from "the Buddha said to Ānanda" to "it can be thus": The commentary states: This fourth part is the Buddha's validation. That is the accomplishment of the fullness of the virtues sought after. As the Treatise says: "Whatever sentient beings wish for and delight in, all can be fulfilled."
