經曰「微風徐動」至「不遭苦患」者，述云：此次、出聲利物也。即妙聲德成故，論云「梵聲悟深遠微妙聞十方」故。

On the sūtra passage from "A gentle breeze slowly stirs" to "does not encounter suffering or affliction": The Commentary states: This next part concerns emitting sounds to benefit beings. That is, the virtue of the wondrous sound is accomplished, as the treatise says: "The brahma sound awakens [beings] from afar; / Subtle and wondrous, it is heard throughout the ten directions."
