2.24

經曰「宣揚演說一切經典」者，述云：此第二、利他之德也。助佛揚化，故云宣揚。即簡如來，如來目演說故。

On the passage "Proclaiming and expounding all sūtras": The commentary states: This is the second, the virtue of benefiting others. Assisting the Buddha in propagating his conversion, it is called 'proclaiming'. This distinguishes them from the Tathāgata, because 'expounding' refers to the Tathāgata.
