On the passage where the sūtra states, "Precepts, learning, vigor..." up to "surpassingly superior and rare": The commentary states: The third is praising mental karma. There are two parts: first, praising the superiority of karma, which is the factors of awakening; second, praising the superiority of the fruit, which is the cessation of the fruits of fruits. The first also has two parts: this is the first, praising superiority in engaging with affairs. Precepts are the essence of karma, because of the seed of volition. Learning, vigor, and so forth are the retinue of karma; others cannot equal them, so it says "without companion." "Companion" also means "peer." The Buddha's virtues surpass those of others, so it says "rare."
