經曰「譬如大海」至「何願不得」者，述云：此別申所說。有二：此初、寄喻勸修也。會，亦必也。剋者，遂也得也。

Regarding the passage from the sūtra where 'Just as with the great ocean' up to 'what vow could one not obtain?', the commentary states: Here he specifically expounds what is to be taught. This has two parts: here is the first, which lodges an analogy to encourage practice. Hui (會) also means 'certainly'. Ke (剋) means 'to accomplish' and 'to obtain'.
