經曰「爾時世自在王佛」至「而說經言」者，述云：第四、如來為說。有二：此初、總標許說也。

Regarding the passage from the sūtra where 'Then Lokeśvararāja Buddha' up to 'spoke a sūtra, saying', the commentary states: The fourth [section is where] the Tathāgata explains it for him. This has two parts: here is the first, which generally marks the assent to explain.
