2.92

經曰「佛告比丘」至「無量大願」者，述云：此第二、佛勸說也。一切大眾者，即凡夫二乘。法藏若說己所發願，大眾皆同願生彼土，故云發起悅可。菩薩聞說亦同發願，故云修行。修行此願因緣故，致滿大願也。

Regarding the passage from the sūtra where 'The Buddha said to the bhikṣu' up to 'immeasurable great vows', the commentary states: This is the second [part], where the Buddha encourages him to speak. 'The entire great assembly' refers to ordinary beings and the two vehicles. If Dharmākara speaks of the vows he made, the great assembly will all vow to be reborn in that land; hence it is said 'to arouse and gladden'. The bodhisattvas, upon hearing it spoken, will also make vows together; hence it says 'cultivate'. By cultivating the causes and conditions of these vows, they will attain the fulfillment of their great vows.
