經曰「比丘白佛」至「當具說之」者，述云：第三、自宣發願。有二：此初、逐勸許說也。

Regarding the passage from the sūtra where 'The bhikṣu said to the Buddha' up to 'I will explain it in full', the commentary states: The third [part is] proclaiming his vows himself. This has two parts: here is the first, assenting to speak in response to the encouragement.
