經曰「如是眾惡」至「無所復依」者，述云：此次、釋痛也。天神，即護世天，錄其作惡，奏上帝釋，記在惡籍，故云記識。

The sūtra says: 'Such multitude of evils...' up to 'having nothing further to rely upon.' The commentary states: Next, this explains the pain. 'Heavenly spirits' refers to the world-protecting devas, who record their committing of evil, submit it upward to Śakra, and record it in the registry of evil; hence it says 'registered and recognized.'
