In the fourth [part], on [the dhāraṇī's] efficacy, the phrasing is incomplete; if complete, it should state that this dhāraṇī is able to make those who have lost their minds, those who are fearful, those who preach, and those who do not sever the Dharma, leave behind all fears. Being freed from fear is explained below in [the section on] the benefits of upholding [it], which is why it is not mentioned here. Those who 'have lost their minds' are the inferior among the false: these are the four kinds of people mentioned earlier among the false—those who act for the sake of offerings, deceiving others, material gain, or complying with others; because they have lost the wholesome mind of renunciation, they are named those who 'have lost their minds'. Those who are 'fearful' are the superior among the false, referring to those mentioned earlier among the false who act out of fear. Those who 'preach the Dharma' are the superior among the true, namely those who expound the Mahāyāna scriptures and teachings. Those who 'do not sever the Dharma' are the inferior among the true, namely those who do not sever the Hīnayāna teachings; because the provisional transformation is unceasing, they are named those who 'do not sever the Dharma'. Because the power of this dhāraṇī protects all fourfold assemblies alike, both the great and the small are mentioned together. For these four kinds of people, the dhāraṇī can cause all their fears to be eliminated.
