自下第三隨化以釋。「有諸眾生聞須陀洹斷無量結，則生退心」，故但說三。

From here below, the third [section] explains it according to adaptation to conversion. "There are sentient beings who, upon hearing that a srotāpanna severs immeasurable fetters, would give rise to a mind of regression"; therefore, he only spoke of three.
