The scriptures have twelve [divisions]; for what reason does it only speak of nine divisions? The explanation states: the distinguishing of meaning in the various scriptures is not fixed; sometimes the Mahāyāna and Hīnayāna together make twelve. In the Hīnayāna Dharma, eleven are proclaimed, with the vaipulya omitted, because the Hīnayāna has not yet taught the vaipulya principle; the Mahāyāna scriptures and dharmas together make the vaipulya, because the Mahāyāna reveals the vaipulya principle. Therefore the Bodhisattvabhūmi says: "Among the twelve divisions, only the vaipulya division is the bodhisattva piṭaka; the remaining eleven divisions are the śrāvaka piṭaka." This scripture is also like that; therefore the text below says that the eleven divisions of scriptures are upheld by the two vehicles, while the one division of vaipulya is upheld by bodhisattvas. Or else, the Mahāyāna and Hīnayāna each speak of nine divisions, as the Lotus Sūtra says: "In the Hīnayāna Dharma, predictions, unprompted discourses, and vaipulya are omitted, so there are only nine." In the Hīnayāna, the meaning of practicing causes to become a buddha has not yet been spoken, so there are no predictions; the Dharma is shallow and easy to consult, so there are no unprompted discourses; it has not yet distinguished the broad principle, so there is no vaipulya. In the Mahāyāna Dharma, causes and conditions, parables, and treatises are omitted, so there are only nine. Sentient beings of the Mahāyāna have sharp faculties and awaken easily, not relying on causes and conditions, parables, or treatises to first achieve awakening and understanding; therefore they are omitted. Or, discussing fully according to the meaning, both the Mahāyāna and Hīnayāna have twelve. Here, relying on one approach, it provisionally speaks of nine divisions. From "With such" onward, it summarizes and concludes it.
