In the fifth section, explaining in general the intention of establishing prohibitions, 'All established prohibitions in each case have different intentions' is a general heading, and below it is explained separately. The statement 'Because of a different intention he permitted eating the three' means the intention was to cut off the remaining unclean meats, while in his speech he permitted eating the three kinds of clean meat; the mind was distinct from the speech, hence it is called a 'different intention'. The statement 'Because of a different thought he prohibited the ten kinds': 'thought' is like 'intention'; because he wished to gradually prohibit [meat] from within those three kinds of clean [meat], he therefore temporarily spoke of prohibiting the ten unclean meats. This differed from the previous intention, so it is called a 'different thought'. The statement 'Because of a different thought he prohibited all': because he wished to cut off everything outside of those ten kinds, he now proclaims that the nine kinds of clean [meat] are also cut off. This differed from the previous thought of gradual cessation, and so it is again called 'different'.
