In the third passage, "there is a master of good incantations" is an analogy for the bodhisattva. "By the power of the incantation" refers to the power of the Mahāyāna Dharma being able to make the dragons and others entirely gentle and good. "Fit to be used as a mount" clarifies that having subdued Māra, he can convert them: those Māras and śrāvaka persons returning together to the Mahāyāna is called "gentle and good"; being capable of becoming disciples who receive the Dharma and transmit conversion is called "fit to be driven as a mount."
