In the order of transformation, it first gives the simile and then applies it. In speaking of nirvāṇa as the wind, the text has two distinct parts: first, directly speaking of nirvāṇa as the wind; second, from "like a person not encountering the king of winds" below, explaining that the wind of nirvāṇa is attained only through reflection and seeking, and is not attained without seeking. Within the former, it first gives the simile: "like a person in the ocean, boarding a boat and wishing to cross" is a simile for needing the wind; from "if the person gets a favorable [wind]" below, it explains the benefit of getting the wind; from "if he does not get [it]" below, it explains the loss of not getting it. Below, it applies it to reveal the Dharma: first, it matches needing the person; from "if one gets to encounter" below, it matches the benefit of getting the wind; from "if one does not encounter" below, it matches the loss of not getting it.
