In the latter, it first gives the simile: "like a person not encountering it, staying long in the great ocean" is a simile for the loss of not encountering it; from "making this reflection" below is a simile for the mind seeking the Dharma; from "thus thinking" below is a simile for the benefit of obtaining the Dharma; from "speaking these words" below is a simile for words celebrating the good. Below, it applies it to reveal the Dharma: first, it matches the loss of not encountering in the first phrase; from "having not yet encountered such great nirvāṇa" below matches the mind seeking the wind; from "these beings thus seeking" below matches the benefit of obtaining the wind; from "only then knowing the true" below matches the words of celebration and joy: first conceiving an extraordinary thought, next praising "how good!", and afterward generating pure faith.
