自下第三結前第一，於中先明從緣生法悉不名常，「是諸外」下明諸外道所計常者無不緣生，故是無常。

From here below, the third section concludes the preceding first part, within which it first clarifies that dharmas arising from conditions are not called permanent; from 'These non-Buddhists' below, it clarifies that among what the non-Buddhists conceptualise as permanent, none does not arise from conditions, and hence it is impermanent.
