下佛答之，初法，次喻，後合，下結。法中，「菩薩慈非不益」總答前問。下別釋之，於中先明眾生受苦有定、不定，下約此二明益不等。

Below, the Buddha answers it: first the doctrine, next a simile, then the application, and below a conclusion. In the doctrine, "The bodhisattva's benevolence is not without benefit" generally answers the preceding question. Below, he explains it specifically: within this, he first clarifies that sentient beings' undergoing of suffering is either fixed or non-fixed; below, based on these two, he explains that the benefits are not uniform.
