In the fourth section, there are specifically four phrases: first, repeating the former point that falling into hell is due to an evil mind, he clarifies that in the past he truly lacked an evil mind, and for this reason did not enter [hell]; second, below "Why?", he raises his pitying and benefiting [them] to establish the absence of an evil mind, first querying and then explaining; third, below "For what reason?", he reveals the aspects of pitying and benefiting, first querying and then explaining: "skillfully knowing causes, conditions, and all expedient means" refers to the wisdom of skillful killing—knowing that the cause and condition of being killed gives rise to their good roots is called "knowing causes and conditions," and knowing that inflicting a small suffering causes them to obtain great bliss later is called "expedient means"; "using the power of expedient means to cause them to plant good [roots]" is the benefit of skillful killing—falling into hell because of being killed and giving rise to a repentant mind is called "planting good roots"; fourth, below "Because of this", he concludes the principle that the killing in the past was not done with an evil mind.
