Within this text there are four points: first, broadly explaining that all the meanings of "non-existence" are not the same: some have total non-existence, which is called "non-existence"; or non-identity, or paucity, or concealment, which are called "non-existence"; second, from "Although one speaks of a few dharmas as 'non-existent'..." downwards, regarding the aforementioned non-existences, he clarifies the non-existence of paucity, which is not truly the absence of dharmas; third, from "May the king pay attention..." downwards, distinguishing with respect to persons, he clarifies that all living beings have past karma, and when one says there is no crime, it is called "non-existent" because it is little; fourth, from "If..." downwards, he explains that the former king inherently had sinful karma, hence killing him was without guilt.
