明有善中，初明如來不觀眾生種性等別而為攝化，後明如來有善便念。道此語者，明王者善，故便佛為。

In clarifying that he possesses wholesome [roots], he first clarifies that the Tathāgata does not look at distinctions such as the lineage of beings in gathering and transforming them, and afterwards clarifies that whenever beings possess wholesome [roots], the Buddha is mindful of them. Stating these words clarifies that the king possesses wholesome [roots], and therefore the Buddha acts for him.
