Below, he explains the reason why the Tathāgata preaches for them, first asking and then explaining. In the explanation, first he explains that he preaches to quell the slander and criticism of others: if the Buddha did not preach, others would say that the Buddha lacks compassion; afterward he explains that he preaches to benefit the icchantika, wherein he first explains that it is to cause good to arise, and from "For example..." onward, to cause them to escape the three wretched realms. Regarding causing good to arise, first he explains that icchantikas give rise to good differently, and the Buddha preaches the Dharma for them; from "Furthermore, there are two..." onward, he adduces differences in faculties to establish that their arising [of good] is distinct. In the former, he first adduces and then lists two names. Below, he explains that the Tathāgata preaches the Dharma for them: speaking broadly, there are three grades of icchantikas: first, the superior grade, who presently hearing the sūtras and Dharma can faintly produce faith; second, the middling grade, who presently hearing the sūtras and Dharma neither have faith nor slander, and can distantly give rise to future wholesome roots; third, the inferior grade, who presently hearing do not believe, and slander and do not accept.
