6.309

今舉前二，第三不信佛不為說，故略不舉。下舉根中，先舉，次列，下明其人生善不同，後結如來不空說法。就明為拔三塗苦中，先喻，次合，「是故」已下結佛為說。

Here he adduces the first two; as for the third, who do not believe, the Buddha does not preach for them, so they are omitted and not adduced. In adducing the faculties below, he first adduces, next lists, and below explains that their arising of good is distinct, and finally concludes that the Tathāgata does not preach the Dharma in vain. Regarding the clarification of pulling them out from the suffering of the three wretched realms, first he gives an analogy, next applies it, and from "Therefore..." onward concludes that the Buddha preaches for them.
