不惡口中，初明如來自言柔軟，次明為他所以說麁，後明麁濡同歸第一，「是故」已下結已歸敬。
Regarding the absence of harsh speech, it first explains that the Tathāgata's own words are gentle; next it explains the reason why he speaks harshly for others' sake; and finally it explains that harsh and gentle [speech] alike return to the ultimate. From "for this reason" onward, having concluded, he takes refuge and pays homage.
