The specific clarification of the two vehicles' lack is now completed; below, it again generally reveals [it]: "Śrāvakas and pratyekabuddhas cannot ultimately know phrasing and know meaning" briefly indicates and raises them: phrasing is the root of delightful discourse, and meaning is the source of dharmas, which is why it singles them out. Below, it explains them specifically in seven clauses. The first three explain the reason for lacking [knowledge of] meaning: "Lacking unimpeded wisdom that knows the objective realm" is lacking unobstructed wisdom; "Lacking the ten powers and the four fearlessnesses" is lacking omniscience; "Unable to cross the river of the twelve links of dependent origination" is lacking pure wisdom. The latter four explain the reason for lacking phrasing: first, not knowing faculties; second, from "Unable to" onward, unable to know dharmas that accord with faculties; third, "not knowing desires"; fourth, from "unable to skillfully" onward, unable to know dharmas that accord with desires. From "Therefore" onward, it concludes.
