In the second section, "You should know that the Tathāgata is also not fixed" raises [the topic] generally, and below it reveals it in detail. In the detailed part, it first opens and lists the thematic headings, and later extensively explains and clarifies them. In the previous opening of headings, if the hells, animals, and hungry ghosts are combined, there are nineteen headings; if divided, there are twenty-one headings. Within the first heading, it first clarifies that he is not a deva, and next clarifies that he is not a non-[deva]. Below, it concludes them both. In clarifying that he is not a deva, "The Tathāgata is not a deva" raises it generally, and from "Why?" downward explains it. Above, it repeatedly said that the Buddha is the deva among devas; now for what reason does it say that the Buddha is not a deva? Below, it explains in response: first it adduces the four kinds of devas, and next lists the four names. As for conventional devas, in the Zhidu lun (Mahāprajñāpāramitopadeśa) they are called "devas by nominal aggregation"; pure devas and devas of meaning are both collectively called "pure devas" in the Zhidu lun. Next it clarifies their characteristics, and below takes the Tathāgata to contrast with them to show that he is not [them]. From "Yet sentient beings" downward clarifies that he is not a non-deva, and from "Therefore" downward concludes. The remaining headings can be understood.
