The six lines in the text are subsumed under three pairs: The first two form a pair differentiating with regard to dharma: 'Sentient beings' karmic actions are neither cut off nor permanent, yet they obtain retribution' clarifies that retribution is not non-existent. If karmic actions were permanent, they would also not obtain retribution, because the permanent does not alter; if they were cut off, they would likewise not obtain [retribution], because they would not give rise to what follows. Only when neither cut off nor permanent do they thereupon obtain retribution. 'Though perishing from thought-moment to thought-moment, there is no loss' clarifies that the cause is not lost: though the substance of the cause completely perishes from thought-moment to thought-moment, its capacity to produce is never lost.
