As for "Although they are born in an evil country, by the power of the Path they do not commit evil," this explains how they can avoid committing evil karma in the third [difficulty], clarifying that it is due to the power of the Path. First comes the doctrinal statement, and below, beginning with "Like the Fragrant Mountains," four analogies illustrate it. Within the first analogy, "Suppose, for example, that in the Fragrant Mountains there is a lion king" is an analogy for the unoutflowing Path being present in the current aggregate-body of a srotāpanna. "No birds or beasts dare approach" is an analogy for evil not arising. "At times this king goes to the Snow Mountains" is an analogy for the unoutflowing Path continuing on until it reaches the final body in which the Path is attained. "None of the birds or beasts dwell there even then" means that they dare not dwell in the empty Fragrant Mountains. That empty Fragrant Mountain is an analogy for the intermediate Pathless body received by the srotāpanna; because of the previous Path, evil karma does not take place. The matching explanation below can be understood. The latter three analogies are presented together and matched as a whole; their text is easily understood.
