自下第二明由煩惱所以不得。於中如來對上難中何緣不得，明非如來聖道等過，皆由煩惱。初先法說，於中先明非佛等過，次推煩惱，「以是」下結。次以喻顯，喻中但明非如來過，餘略不論。喻別有五，下合可知。

Below is the second part, explaining that they do not attain it because of afflictions. Within this, in response to the objection above regarding for what reason they do not attain it, the Tathāgata explains that it is not the fault of the Tathāgata, the noble path, and so forth, but entirely due to afflictions. First the doctrine is stated: within this, it first explains that it is not the fault of the Buddha and so forth, next attributes it to afflictions, and from "for this reason" onward, concludes. Next, it is illustrated with analogies; in the analogies, it only clarifies that it is not the fault of the Tathāgata, and briefly omits the rest without discussion. There are five distinct analogies, followed by their application, as can be understood.
