The Commentary says: This is the third section, on the loss and gain of slandering or believing. This has four sections: First, the section on the Buddha's words being certain, as the sūtra says: 'from such are the merits I have praised up to what the Buddhas speak is never otherwise.' Second, the section on the decline and loss from slandering, as the sūtra says: 'from there are sentient beings up to cycle endlessly.' Third, the section on obtaining benefits from reverent faith, as the sūtra says: 'from the Buddha told Ānanda up to it is impossible for them to fall into the evil destinies.' Fourth, the section on urging beings to believe and accept, as the sūtra says: 'from Ānanda up to would never be exhausted.'
