The commentary says: This is making the vow. 'Those who had not yet attained the Way' merely cites ordinary beings, because noble ones act according to their vows. Non-returners, those beyond training, and the like can go there through supernatural powers. To encourage and urge future generations, it only mentions ordinary beings and does not speak of the noble ones going. In the future they will encounter him and be delivered at the three assemblies, and only after relinquishing this body do they pray to be born above.
