贊曰：此發願也。未得道者但舉凡夫，聖隨願故。不還、無學等，神通可往。勵勸末代，故唯舉凡，不談聖往。未來值遇三會得度，捨此身已方願生上。

The commentary says: This is making the vow. 'Those who had not yet attained the Way' merely cites ordinary beings, because noble ones act according to their vows. Non-returners, those beyond training, and the like can go there through supernatural powers. To encourage and urge future generations, it only mentions ordinary beings and does not speak of the noble ones going.
