經曰「佛告優婆離」以下，第三辨下品生。一謂設犯戒悔淨，得往生也。言不退轉者，一云此下品人生彼天聞法，則入十信位故。今云得不退因故不退，而非已得不退也。

From the sūtra's words 'The Buddha addressed Upāli' onward, this is the third part, distinguishing rebirth of the lower grade. The first means that even if one has violated the precepts, by repenting and becoming pure, one can attain rebirth. As for 'avaivartika', one view says that when people of this lower grade are born in that heaven and hear the Dharma, they enter the position of the ten faiths. Now it is said that they are non-retrogressing because they attain the cause of non-retrogression, not that they have already attained non-retrogression.
