言來意有二：一為化下品眾生故，謂彌勒生天雖得上品中品人利，而下品人未得聖益故。二為顯人間教導故，謂天上教導雖先廣顯，而人間以七相教化眾生猶未唱故，故上生後辨下生。

As for the purpose of its presentation, there are two: first, in order to transform sentient beings of the lower grade; that is, although Maitreya's birth in heaven benefits persons of the upper and middle grades, persons of the lower grade have not yet obtained holy benefit. Second, in order to manifest the guidance in the human realm; that is, although the guidance in heaven was extensively manifested first, the transformation of sentient beings in the human realm through the seven aspects had not yet been proclaimed; therefore, after the ascent, the descent is distinguished.
