From the sūtra's words 'At that time the great elder Brahmāyu' onward, this is the fourth, the ministers' assembly. The 'three fetters' are: first, the view of personal identity; second, attachment to precepts and observances; third, doubt. In reality, they permanently sever the view-delusions of the three realms. However, because these three fetters obstruct the path most prominently, they are specifically spoken of: the view of personal identity leads to no delight in liberation; attachment to precepts and observances clings to false paths; and doubt prevents advancement in practice. Regarding 'reaching the end of the limit of suffering': this signifies reaching the boundary of seven rebirths. The Āgama says: 'The very least monk in this assembly has seen the traces of the path and will not go to the miserable realms. At most wandering back and forth for seven births, he will certainly reach the end of the limit of suffering.'
