經曰「天龍」以下，第三列常流眾。言天龍者，一云：一龍、二天。今云常流眾者，即八部眾，謂一天、二龍、三藥叉、四揵達縛、五阿素落、六揭路荼、七緊那落、八摩呼洛伽。

From the sūtra's statement, 'Devas, nāgas...' onward is the third part: listing the common assembly. Regarding 'devas and nāgas', one explanation says: first, nāgas; second, devas. What is now called the common assembly refers to the assembly of the eight classes: first, devas; second, nāgas; third, yakṣas; fourth, gandharvas; fifth, asuras; sixth, garuḍas; seventh, kiṃnaras; eighth, mahoragas.
