1.62

經曰「一切大眾」以下，第三總結。一者，盡際辭。切者，普遍云。謂十三眾類非一故，云一切也。

From the sūtra's statement, 'All the great assemblies...' onward is the third part: summary conclusion. 'Yi' (one) is a word denoting the utmost limit; 'qie' (all) denotes universality. Because the thirteen types of assemblies were not of a single kind, it says 'all' (yiqie).
