肇曰：九十六種外道，上者亦能斷結生無色天，但其道不真，要還墮三塗。佛以四諦妙法濟三乘眾生，無有既受還墮生死者，故曰一受不退、永畢無為，故常寂然矣。

[Seng]zhao says: Among the ninety-six kinds of non-Buddhists, the superior ones can also sever defilements and be born in the formless heavens; yet their way is not true, and they ultimately fall back into the three destinies. The Buddha delivers sentient beings of the three vehicles with the wonderful Dharma of the Four Truths; none who have received it ever fall back into saṃsāra. Therefore it is said: 'Once received, they never regress,' permanently completing the unconditioned, and therefore they are ever quiescent.
