肇曰：外國諸部曲皆立三老，有德者為執法人，以決鄉訟、攝長幼也。淨名現執俗法，因此通達道法也。

[Seng]zhao says: In foreign lands, all local districts establish three elders, where those of virtue serve as law administrators to settle village litigation and govern both old and young. Pure Name manifested as administering secular law, and thereby brought people to penetrate the law of the Way.
